FROM BIZJOURNALS.COM: A proposal for 83 townhouses to be built near the airport in Cudahy could finally launch the city’s plan to convert a former landfill into a new neighborhood with housing, retail and commercial buildings.  Kenosha-based Bear Development LLC has stepped up to buy 5.3 acres along South Pennsylvania Avenue from the city for $1 for the affordable housing project. It envisions a mix of two- and three-bedroom apartments built as two-story rowhouses.
