Mark Roffers is a principal planner and project manager specializing in growth management services to local communities, counties, and regions. Mark’s professional practice has focused on providing innovative yet realistic solutions to land use and transportation issues in light of budget and market constraints; fostering intergovernmental communication and cooperation; and anticipating public, environmental, economic, and political impacts of land use decisions. He takes special pride in his ability to wed public participation with careful thought on community character and design to create innovative, visual plans with local ownership. Mark is a practicing expert in multi-jurisdictional “Smart Growth” comprehensive planning, transportation corridor growth management, neighborhood development planning, and ordinance preparation.

Responsibilities with Vandewalle & Associates include preparing comprehensive, highway corridor, recreation, and neighborhood development plans; updating and administering development-related ordinances; reviewing development proposals; and managing public participation and intergovernmental processes. In Wisconsin, Mark has managed extensive intergovernmental comprehensive planning projects in the counties of Dane, Lincoln, Marquette, Sauk and Columbia, including an innovative growth management project along the 40-mile Highway 12 corridor in Dane and Sauk Counties. The Lincoln County project resulted in the first county “Smart Growth” plan adopted in Wisconsin, followed by a complete zoning ordinance and map update. Mark has also managed numerous planning and implementation projects for communities with populations from 250 to 250,000.

Prior to joining Vandewalle & Associates, Mark worked as a public sector planner for six years, including progressively challenging planning positions with the City of Janesville and Dane County, Wisconsin.

Current clients for whom Mark is managing or is the Principal-in-Charge on projects include the City of Fort Atkinson, City of Waterloo, Village of Prairie du Sac, Stephenson County, Village of DeForest, Town of Dekorra, Town of Springfield, and Shawano County.
