Joy Stieglitz is a principal planner and leads Vandewalle & Associates’ brownfields redevelopment team. With an educational background in land use and environmental planning and environmental policy and management, as well as fifteen years of planning experience, Joy has cultivated a specialization in brownfields redevelopment. This diverse experience allows her to provide a broad range of brownfields redevelopment planning and implementation services to public and private sector clients throughout the Midwest.

These comprehensive brownfield redevelopment planning and implementation services include site inventory and opportunity analysis, coordinated redevelopment and remedial action planning, management and oversight of environmental consultant’s assessment activities, project budgets, and regulatory compliance reporting, as well as development and implementation of ownership indemnification, land transfer, property marketing, and developer and business recruitment strategies. As a senior project manager, Joy is also experienced in urban revitalization and economic development planning, tax increment finance planning, facilitation of public-private partnerships, and public and private sector project resource procurement. During the past six years, Joy and her team has procured over $27 million in public sector resources. In those same client communities, she is planning for and negotiating development agreements that will leverage over $1.5 billion in private sector investment.

Joy serves on Wisconsin’s Brownfield Study Group with state and local government representatives, regulators, and several other private sector consultants. Appointed under the Thompson administration, the BSG was initially charged with identifying procedural and financial recommendations for expediting and facilitating the brownfields redevelopment process during the 1997-1999 legislative session and continues to provide ongoing recommendations to the legislature.

Joy has been a featured speaker on brownfields redevelopment throughout the region including the USEPA Brownfields 2001 Conference, several Illinois All Cities Brownfields Conferences, and other redevelopment planning workshops.

Prior to joining the planning team at Vandewalle & Associates, Joy worked for the Bureau of Water Resources at the Wisconsin Department of Natural Resources in Madison, Wisconsin and for Environmental Auditing Services, Inc. in Denver, Colorado.
